Job Status Definitions

Closed Promotional – For current Shelby County Permanent or Durational employees only; excludes Shelby County temporary employees and Shelby County employees on original job probation, extended probation, disciplinary probation, or suspension

Grant-Funded - Funded by a grant for a duration of time as defined by the grant.

Open – Open to the public and Shelby County employees.

Position Summary

The primary function of this position is to manage and analyze data to meet the tracking, surveillance, evaluation, and reporting objectives of the Shelby County COVID Response Unit Programs. 

Pay Grade: 48

Minimum Qualifications

100% -

1. Three (3) years of experience in data management or data analyst; and

2. Bachelor's degree from an accredited college or university in mathematics, statistics, healthcare administration, business administration or closely related field; OR

3. An equivalent combination of related education and/or experience.


Duties and Responsibilities

1. Educates and empowers the public though the dissemination of data to programs that creates educational material, seeks grant funding, or evaluates programmatic benchmarks.

2. Researches to keep abreast of COVID Response related literature and uses literature to determine appropriate ways to define and analyze indicators, as well as to conduct literature reviews for special projects.

3. Prepares descriptive and analytical reports; provides data support and technical assistance to the management; fulfills internal and external data requests.

4. Links the public to resources and information by providing related statistics to COVID programs, community agencies, and the general public.

5. Fulfills internal and external data requests and ensures that the department receives requested data in a timely manner.

6. Performs analyses of data, and uses statistics to interpret the significance of data trends and provides assistance in preparing monthly, annual and quarterly reports.

7. Prepares descriptive and analytical reports, fact sheets, and presentations.

8. Provides data support and technical assistance to program staff including database design, data entry, data management, and basic data analysis. Analyzes quantitative and qualitative data.

9. Performs other related duties as required or directed.

Knowledge, Skills and Abilities

KSAs -

1. Proficient in Microsoft Word, Excel, Access and PowerPoint.

2. Technical expertise regarding database design, data management, writing queries, and data analysis.

3. Knowledge of basic biostatistics and epidemiology principles.

4. Experience in the use of statistical software for data analysis;

5. Experience in the writing of technical reports.

6. Ability to communicate effectively both verbally and in writing.

7. Ability to present complex information in an understandable and compelling manner.

Special Requirements

1. Must possess a valid Tennessee driver license or secure one by date of employment.

2. Must have access to an operable automobile and meet County requirements for automobile insurance upon date of employment.
