Job Status Definitions

Closed Promotional – For current Shelby County Permanent or Durational employees only; excludes Shelby County temporary employees and Shelby County employees on original job probation, extended probation, disciplinary probation, or suspension

Grant-Funded - Funded by a grant for a duration of time as defined by the grant.

Open – Open to the public and Shelby County employees.

Open Register – A register of qualified applicants to be retained until a specified period of time to be considered for appointment or until the list of eligible applicants is exhausted.

Position Summary

Works under general supervision to review and process Emergency Rental Assistance (ERA) applications for residents seeking rent and utility assistance.

 

Pay Grade: 48


Minimum Qualifications

100% -

1. Four (4) years of work experience in community outreach, multicultural or related programs; and a high school diploma or GED; OR

2. Two (2) years of work experience in community outreach, multicultural or related programs; and two (2) years of college study (60 semester hours or 72 quarters) in sociology, psychology, social work, or closely related field; OR

3. Bachelor’s degree from an accredited college or university in sociology, psychology, social work, or closely related field.

4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.


Duties and Responsibilities

1. Develops and executes marketing and outreach strategies to increase awareness and utilization of programs within the Division of Community Services, as well as other related programs that serve the community and targeted populations.

2. Reviews and processes ERA applications to verify documents accuracy and determine eligibility for assistance.

3. Answers questions by telephone concerning ERA application process, qualifications/requirements and any other questions residents may have regarding the program.

4. Conducts outreach activities which promote the services of the ERA Program.

5. Assists in developing outreach strategies for the community, service providers and targeted populations.

6. Identifies service gaps in the community and directs outreach effort to fill the gaps.

7. Creates and coordinates the creation of promotional materials for various audiences to support DCS.

8. Assists with data collection, analysis and reporting of program and outreach and engagement activities.

9. Works with community partners to promote the dissemination of information regarding ERA services and those of community partners.

10. Trains other members of the team on application processing and/or outreach strategies and activities.

11. Performs other related duties as required or directed.


Knowledge, Skills and Abilities

KSAs -

1. Knowledge of modern office practices and procedures and equipment; skilled at operating office equipment.

2. Ability to become proficient in Microsoft Word and Excel. Familiarity with computerized databases.

3. Ability to communicate with staff and the public with courtesy and tact.

4. Ability to plan, organize and maintain an even flow of work.

5. Ability to resolve problem situations.

6. Knowledge of the social service community.

7. Knowledge of community needs.

8. Strong written and verbal communication skills.

9. Ability to conduct group presentations.


Special Requirements

1. Must possess a valid Tennessee driver’s license or secure one upon date of employment.

2. Must have daily access to an operable automobile for daily use and meet county requirements for automobile insurance upon date of employment.
