Position Summary

This position is funded by a grant for a duration of time as defined by the grant. 


The Business Services Analyst II (Data Engineer) will build and maintain back-end systems for data management within the COVID Response Unit. The Data Engineer will own many of these processes through their full lifecycle, from design to retirement and interface with stakeholders from city, county, and state government, as well as colleagues in large medical organizations across the Memphis Metropolitan Area.


Pay Grade:  54

Minimum Qualifications

100% -

1. Four (4) years of experience in data engineering, data operations, business intelligence engineering, or related field; and

2. Graduation from an accredited college or university with bachelor's degree in computer science, engineering, applied mathematics/statistics, or closely related field; OR

3. An equivalent combination of education, training, and/or experience.

4. Experience with a programming or scripting language (R/Python/SAS/etc.).

5. Experience working in a healthcare or public health environment is preferred.


Duties and Responsibilities

1. Maintain and improve R-based ETL pipelines enabling a scalable pandemic response.

2. Revise and expand REDCap data model used to capture information from case interviews and surveys.

3. Contribute to codebase for automated reporting of key metrics.

4. Work with contact tracing teams to improve time-to-investigation and user experience of data collection tools.

5. Adapt existing production systems to meet rapidly evolving requirements.

6. Generate summary metrics of captured data.

7. Provide regular and as-needed reports of summarized data for management.

8. Create and retire pipelines to serve changing processes and user base.

9. Conceptualize and implement data models for new sources of information.

10. Create interfaces and outputs for new user groups to existing data management systems.

11. Performs other related duties as required or directed.

Knowledge, Skills and Abilities

KSAs -

1. Knowledge large-scale computer operating systems and the ability to apply software and interfaces to meet the operational needs of the user.

2. Ability to solve problems as related to systems.

3. Ability to communicate orally and in writing technical and non-technical information for users and management.

4. Ability to analyze and interpret technical information including polices and business needs to technical system.

5. Ability to analyze, evaluate, and integrate business rules into system requirements.

6. Ability to develop and maintain data pipelines.

7. Ability to create or maintain REDcap databases.

8. Advanced knowledge of Microsoft Office (Excel, Word, and PowerPoint)

9. Ability to function at a high level under pressure.

10. Ability to adapt to rapidly changing priorities and external expectations.

Special Requirements

1. Must possess a valid Tennessee driver's license or secure one by date of employment.

2. Must have means of transportation to and from place of employment.

3. Must be able to work a modified schedule, which may include weekends and holidays.

4. Must be able to be on call as needed.
